I’m not sure if we should ask for dues, since the group is starting out and I don’t want to turn off any potential members because we are demanding money from them. Perhaps we could have a fundraiser? What could be a cool, fun, possibly Pagan-themed fundraiser? Maybe we could do both?
We’re already planning to gain some revenue when we host community events (where we are open to the public and not just our students) where we will ask for a fee from non-college-affiliated people attending.
But the school does not support any groups financially, and if we decide to have a fundraising event, we have to submit a formal request and have it approved, which may take awhile and involves the hassle of paperwork.
What should we do?

I don’t think it’s unreasonable to ask for dues. Keep them small, though, some little fee that anyone could pay. Many people I know make their own ritual supplies, but if you want to buy them and need money, why not try a yard sale? It’s a lot of work, but I’ve raised quick money for homeless shelters with yard sales. You could also do the equivalent of a yard sale on eBay by selling donated items.
Ask a famous alumni to come and do a show to raise funds. Thanks.
Have a bake sale.

Bake sales really do work, especially on a campus of hungry students.
You could put on a garage sale, everyone has stuff they aren’t using that is just taking up space and could be donated.
Have a donation jar during regular meetings. A couple bucks here and there does add up.
