Does This Job Sound Legit? Or Is It A Scam?

I applied for a data entry job and then got this reply a few days later.
Dear Leilani,
Thank you for your application to M&A Services and interest for the role of a Home Based Data Entry Clerk. After reviewing your CV, you seem like an excellent candidate for the role. I would like to provide you with some more information so you are aware of the position before we take the process any further.
A Home Based Data Entry Clerk requires:
· A reliable computer
· Internet access
· A valid email account
· Typing speed 30wpm
· Access to either/or MS Word, MS Excel, Works, Notepad
Internet knowledge and previous Data Entry experience is useful but not necessary. Your main duties will be determining which emails/applications can be successfully processed. A step-by-step training manual will be provided which gives guidance and information on how to begin. This includes example emails, samples and a list of company Databases you will be working on. I will be here to assist you at any time should you require help with the role. The training manual can be completed in your own time and most applicants complete it within a day. As soon as you have completed the manual you can begin.
The hours of work are fully flexible giving you the choice to work part-time/full-time, days/evenings/weekends. However, the workload is constant so the more you work, the more you can earn. You will be paid £10.00 – £15.00 for each completed application with the average person completing 10 per day. For any queries relating to pay please do not hesitate ask.
To obtain the training manual there is a single non-refundable fee of £9.99. We must accept this fee to cover the training costs, processing fees as well as ensure only serious applicants are accepted. This cannot be deducted from your first pay and no other payment is required thereafter.

    Sounds like a scam. There are plenty of jobs that do not require you to pay for training materials,,,,,,,,,,,,,,,,,,,,,,

    £9.99 to pay for a manual? Training for any job is given at point of employment.
    Ignore and trash the letter.

    Not at all. Run from this. They are milking people at 10.00 bucks apiece and then if you try to contact them, you will either hear a bogus answer from a machine but most likely, you will get a disconnected number. Any job allowing you to make this type of cash per day, is not going to need to advertise. Too many people are looking for decent jobs and the advertisement for this sounds like a very good job offer.
    NO, this is a complete scam. Void it from your email and dont give this a second thought. Good companies do not have to beg you to work for them unless the conditions are tough or if there is some factor about the job where most people cannot or will not want the job. People line up in the streets begging to work for good companies and for good jobs.
