I would like to get more clients for my wedding caketoppers business. which is the best place to start looking for affiliates (whether they are associated in the wedding business themselves or just random people who can recommend it to their friends and earn some extra money).
are forums the best approach? or would that be considered as spamming?

Speak to local hotels and find out if you can be recommended as the wedding cake provider. Contact wedding magazines and wedding fayres to see if you can advertise there.
Depending on which country you live in, if you’re supplying food, you won’t be able to just hire people off the streets but they will need health and safety training.
try a wedding fair. most local areas hold them at some point during the year
