Affiliate programs are run by the businesses and one can join then to earn money online. Affiliate mean that you are working to someone other. Ebay is also a site that runs a affiliate program, if you join them and make them a sell of any product you will get a % of the sell.
If you have little to no money, I suggest you start with blogspot. Create a blog with useful content and add google ads to it. This can help you earn a certain percentage of revenue with Google ads.

As for affiliate, Commission Junction, Clickbank are two of the most reputable affiliate programs out there.
