A black market is where goods that can’t be sold legally are sold or traded. This may include legal goods such a cigarettes that are heavily taxed. Buying cigarettes legally in a state with low taxes and then selling them illegally in a state with high cigarette taxes would be an example of a black market. The other class of goods are those that are never legal such as weapons and drugs.
