when they have good domestic structures ,enough support for the game & have good amount of players in the pipeline .ICC give any status thinking about the future ,not present ..so if they think that a country have good future in cricket then they will give the green signal otherwise its like Ireland ..who had everything but not enough to satisfy ICC
