Abn Application Question?

I am looking to apply for an ABN because it is necessary to have one to receive payments from various affiliate marketing websites.
I am not sure what to put this business under. It asks if I have an enterprise established in Australia.
What is the deal? Does a website count as an enterprise?
There are supposed penalties to giving incorrect information in this form so I want to get it right. At the same time this is made as confusing as possible so it isn’t really fair that penalties apply.

What Are The Best Affiliate Programs?

(5) Every text link or banner gets clicked on several times per day. We refer to these clicks as hits. Find out how many hits on an average result in a sale. Such statistics are referred to as hit per sale ratio.
(7) Different affiliate programmes have different commissions, but generally, the amount varies between 5% and 20%. Every hit earns you an amount between 0.01% and 0.05%.
(8) Your affiliate program cannot be a very dependable one, if it is hiding detailed statistics from you. This data should be available round the clock.
(9) Finally, ask the affiliate company when you will receive your commission cheques. While some pay monthly, others pay quarterly. Anyway, go in for the one that suits you best.
(10) Now-a-days, the best affiliate programs have put a new rule in place. You will have to achieve a certain minimum target set aside for sales.

Wanting To Start An Affiliate Program Through My Site, What’s Needed?

I run various e-commerce websites and I’d like to branch out and have a referral (affiliate) program. I’m from the United States and my affiliates would be from all around the world. I was wondering from a legal and tax standpoint, what information I would be required to gather from my users. Would it be different for those in the USA, opposed to those outside the USA? Would I be required to collect SSN #’s or would there be a way around that?
I tried to do some research on this, but can’t seem to find any information on the matter. Hopefully someone can enlighten me.
